With the arbor and pair of balancing washers fabricated, I mounted and balanced a grinding wheel using the washers. The balancing knives/123 blocks setup worked very well. In the beginning, I put the wheel with no balancing washers on the arbor. The imbalance makes the wheel roll all by itself, and it oscillates back and forth until the heavy spot settles in the lowest position.
Take the grinding wheel off and remove the sleeve assembly from the grinding machine. Place the balancing arbor into the grinding wheel sleeve and set it on the balancing stand. Remove the weights from the sleeve. Spin the wheel gently until it stops completely with the heavy side facing down.

The annular slot for the (missing) balancing weights is about 6mm (1/4quot;) deep and has an inner radius of about 150mm (6 1/2quot;) and an outer radius of about 165mm (6 1/2quot;). The slot is not tapered, it has parallel sides. I was thinking about this for making the weights:

The proper procedure for balancing wheels is to first statically balance the wheel. Next, mount the wheel on the grinding machine and dress. Then remove the wheel and rebalance it. Remount the wheel and dress slightly a second time.

Hi, grinding wheels are porous, and as a result they are normally balanced by the manufacturer by gently vibrating powdered chalk I believe, into the appropriate places. Probably a skilled job that is learnt over many years, but most likely to be automated these days.
